What happened?

Ranged weapon damage modifier doesn't apply properly to projectiles that explodes on impact: Video
I used modded Harpoon Rifle (Harpoon Silly), which is a copy of Harpoon Rifle with different name and 0.1x damage modifier:
harpoon.xml. As you can see, the damage modifier applies correctly to the default spears, but with explosive spears the 0.1x damage decrease is not as significant as it should. I think this is because the damage modifier only applies to direct hits from the projectile and ignores the explosion.

Reproduction steps

In vanilla you can encounter this bug when using Harpoon Coil-Rifle with explosive spears, but its damage modifier is 1.25x, so you can barely feel the improper damage offset comparing to Harpoon RIfle, that's why I've created a modded copy of it with much lower damage modifier. Another example is Autoshotgun (0.9x damage mod) with explosive slugs.
