Plugins don't work

When I start server, all mods are starting as normally, but plugins don't. It feels like this feature just isn't there...
Maybe one of my mods are creating this issue, but i don't understand which one. I've tried some solutions i found in there, but not a single one worked. Here's my log file, please help :(

You haven't launch the Arclight, but a Forge server.
