I am receiving this error when I download it using firefox (it doesn't allow you to download the file without attempting to install it), and when installing from-file method.

understood. You cannot download it at all, it tries to install. Also tried on waterfox. It does not show up in downloads and it does not install.

Use "save as" option and drag&drop xpi into legacy Firefox, Waterfox Classic or Basilisk/Palemoon.
