Developer Tools not opening on Windows 11

I cannot see developer tools window. The hover effect after pressing Ctrl + Shift + C shows on the main windows but fails to show the developer window.

I tried the following:

1. reset the settings.
2. manually inspect by right clicking and hitting Inspect.
3. pressing Ctrl + Shift + I to open inspect window.
4. closing the edge and reopening it.

These all are not working and I'm not able to see the developer window.

Thanks for reporting this. This sounds like what's described in #370. I'll close this issue as a duplicate.
