Missing On-Screen Controls for Saturn Core

Problem: On-screen joystick controls are not displayed.

Steps to Reproduce:

1. Launch any Sega Saturn game through Provenance.

2. Observe the absence of the on-screen joystick and control buttons.

Try resetting retroarch options or go into RetroArch options, back one level, settings, interferface, overlay and turn on controller overlay.
