should this repo be named welcome-bienvenue?

Right now this repo only has an EN name, but it appears all the content is in both E and F. Feel like it should be called welcome-bienvenue.

I would make the change myself, bc it seems harmless enough that I wouldnt break anything important, but I don't know how...

I think more recently this has been more the "admin" repo for discussing meta issues and requests for the org. There are a bunch of files that should probably get cleaned out of here too
