Add the possibility to change chromatic.config.json location #340

Describe the bug
Currently, there is no other way to change the location of chromatic.config.json. With multiple storybooks in the repository, it's impossible to configure a proper visual addon in a storybook.
To reproduce
Change chromatic.config.json location. The visual addon will not be able to find it.

chromatic v11.3.0
storybook v8.0.9
