[Android, iOS] FlowDirection RTL is not updated dynamically on Shell TabBar

Description

When changing the FlowDirection(RTL) at runtime in a Shell application, the Shell TabBar does not update its direction on Android and iOS.

Steps to Reproduce

1. Run the attached sample ShellTabbedRTL 3.zip
2. Change the FlowDirection and observe the TabBar direction.

This issue has been validated in Visual Studio Code 1.106.3 with MAUI versions 9.0.0, 9.0.120, 10.0.0-preview.1, 10.0.10 & 10.0.11. It can be reproducible on iOS and Android platform.
