Fix `test_wsgi.py` on macos-15

It seems that something goes wrong there no matter what I tried, it still fails non-deterministically.

I even tried swapping out multiprocessing.Process to a thread, our "requests lite" (vanilla http.client) still cannot reach the server after it has started. I tried replacing localhost with 127.0.0.1, that made no difference either.

These tests have been temporarily skipped on macos, see #2516.

Everything was working correctly on older macos, and on all other platforms.

have you tried using curl (or similar) to reach the server, just to narrow down on which side the issue lies

@CaselIT trying curl was the next item on my list of things to try before I gave up.

If the problem lies within the use of HTTPConnection, we could try splitting netloc into explicit host and port arguments, among other tweaks, but I haven't had the bandwidth to experiment more in this direction.

I have now tested again, and the results are very strange, curl has actually succeeded after ~35 seconds (!) (after ~13-14s of other tests in Python):

In another test, curl gave up after ~8s (all that after ~13s in Python):

I haven't found any approach that actually works yet, and probably we don't want to wait ~60s for the server to come up either.

Interesting enough, Uvicorn works in other tests when started via a separate process (not using multiprocessing), so maybe that's the way to go. I tested running in a thread, and it didn't work either.

So just keep skipping for now seems the most reasonable option until the actual problem is understood. There are Google results about macos 15.5 networking woes, so maybe it's something OS-related too. Trying to switch off the firewall didn't help either.

It may well be a variation/effect of this issue: actions/runner-images#10924.

Interestingly, people have been able to work around this by running the tests under sudo, something we could try too, just to check if it is the same issue if nothing else.
But it would require maintaining annoying exceptions just for macos.
