Ordering NavigationGroup inside cluster

Is there a way to do this? I tried doing it inside service provider like suggested in documentation https://filamentphp.com/docs/3.x/panels/navigation#ordering-navigation-groups,
but none of this navigation group options seems to be working if you have Cluster.
