HAVE_READPASSPHRASE vs HAVE_READPASSPHRASE_H

There's a discrepancy between the configure checks for `readpassphrase.h` setting `HAVE_READPASSPHRASE` and the `#ifdef HAVE_READPASSPHRASE_H` in the compat header
