[BUG] Delegation error due to wrong tool call format by CUA model #469

CUA stopped and OmniAgent ran into an error delegating back to CUA. gcrazgdl4045.westus3.cloudapp.azure.com:8081/?sessionId=62
From initial investigation: fara-7b model returned a tool call in the wrong format, which CUA agent couldn’t execute. OmniAgent then lost track of where the syntax error originated and incorrectly tried to fix its own tool call.
