Sometimes, the pull request add Validation-Merge-Conflict due to merge by another author or bot

When one of them merged by author or bot. Another pull request supposed to automatically closed after adding Validation-Merge-Conflict. Because Validation-Merge-Conflict which is there is two pipelines processing with the same change but different PR Number and different open date. When one of the PR is Published, the pull request automatically closed without Need-Attention assign ICM Users |
