Allow changing local network sharing ranges

Feature description

when trying to use Steam Networking Services (eg: connecting to TF2 casual), Steam creates its own vpn connection on the link-local ipv4 range 169.254.x.x. i need to use local network sharing for other things, but i don't use 169.254 for anything, so it's cumbersome to have to disable local network sharing every time i want to play tf2 casual and then remember to re-enable it once i'm done.

please allow us to add/remove entries for local network sharing to bypass this ^^

I vouch for this. I'm trying to use tailscaled with Mullvad on, but I'm unable to do so because it's not possible to modify the allowed ranges...
