CI fails due to openmmlab SSL Certificate not valid anymore

The current CI system fails because the SSL certs by mmlab have run out:

This issue is also discussed in:

It remains to be seen how fast they will renew their certificate.

Which parts of mmlab are needed anyway?
Eg, a more stable solution would be to rely on self-built wheels.

@gboeer mmdet is not needed at all, it was a ci dependency, this issue is fixed with the latest version: https://github.com/obss/sahi/releases/tag/0.11.33
