Allow cards to span rows next to single row cards

Describe the enhancement

For me, it would be wonderful if cards could span multiple rows.

Use cases

I like to cram as much information in a single page as possible, so everything I need to know is right there and I don't need to scroll to find it. Often times cards, like Tile cards, don't need to span the entire row to show their information, but stacking them side by side also doesn't work. And since other cards must span multiple columns, they waste space as well. Sort of like you can do in Excel by merging cells.

It is already feasible, in sections views, if you define well the Layout tab for all of your cards with integer values.

If you let the default values, for some cards, it does not work.
