Describe the enhancement

We keep seeing new dashboards get added with releases that give visibility and control to a lot of the system that we cannot set to admin only. For instance the Home, Lights, Security, and Energy dashboards all provide data or access to controls that you may not want a non-admin to have access to.

Use cases

My son isn't old enough yet, but I when he is I want to be able to give him access to HA without providing him a way to grief other folks in the house by toggling smart lights or other things. These auto-populating dashboards that give access to everything with no way of making them unavailable is a security problem!
