Describe the enhancement

The existing Victron BLE integration discovers and supports key status elements for the family of Victron Smart Battery Protect devices. This device has the ability to enable or disable the "Load Output" and this functionality is supported in the Victron Connect app. It would be useful to add the enable/disable functionality to the Victron BLE integration.

Use cases

Presently, a device being powered from a Smart Battery Protect requires power cycling periodically. This is easily done with the Victron Connect App. But, it is not possible to do this remotely. Having this capability in HASS through the Victron BLE integration would enable power-cycling the connected device remotely.
