[Editor] Ignore slider velocity option in distance snapping

Hi. We had an issue with this behaviour since it was released, which all distance snappings will follow the last slider's velocity in #32121 (the issue is locked now btw)
So here's my last scream for help:

Add this option please.

From what I've heard from other mappers this might want to be considered with some priority. It's one of the main things driving people off the lazer editor. This exact change would be honestly perfect.

Without the ability to place green lines this is a must.
In #32121, they say they do this to follow the convention of green lines in stable but the lack of ability to actually place green lines completely breaks that logic,
