Moving bounce tracking mitigations to the fetch standard

Within the navtracking spec, bounce tracking mitigations has become less nebulous and has been implemented within browsers. As part of the maturation process, would it make sense to move BTM into the fetch standard? (Or at least move any monkey patches into their upstream specs?)
