Use GitHub's custom fields for storing voting status

GitHub is planning to support custom fields in issues, at this time they are an invite-only beta feature, but maybe we can use those to encode the statuses and metadata of the voting procedure when they come out, instead of using labels and hidden data in the comments themselves.
