Add airgap ansible for rancher into qa-infra-automation

Description
We want the ability to create airgapped Rancher Manager setups via ansible.

Requirements

• Use ansible to setup private registry on provided bastion host (this should be a separate ansible playbook and in its own PR)
• Use ansbile to spin up rancher on provided airgapped VMs
• Allow access via LoadBalancers from AWS to the Rancher instance created
• Have clear outputs that show how to access the Rancher UI
