rspamd in alpine has been updated and our lua module patch no longer applies cleanly. Update.
Newer Ubuntu runner images on Github Actions contain Docker Compose v2 which is now a subcommand of the docker CLI. Switch to that.

Current Github Actions Ubuntu runners no longer have an FQDN as host name. So set a synthetic one before running the installer.

Ubuntu 22.04 and 24.04 no longer include mongodb. Install it from upstream repos. tcpdump has moved (once again?). Discove its path from the package just installed. python 2 packages have been renamed as well. Add a distinction for that.
Newer sanic versions only support python 3.9 but neglect to properly announce that to pip. So downgrade it explicitly.
