Update `bincode` crate

Right now, we're sticking with 1.x version, the latests release (2.x) will likely influence serialized data we have.

If I remember correctly 2.x changed default serialisation, but it was still possible to be backwards compatible by altering the settings.

I'm not sure where we used bincode, but it may have been for journals, in which case remaining compatible would be preferable.
