Similar to #3038, this adds the PSPEU version progress report to decomp.dev, with existing and the remaining un-imported overlays. I am also bringing a small enhancement on the CI, where `make progress-report` was building the source code again since it was running _after_ the clean process

I also found
fname,sdandtekare overlays that are not found in the US build, and they seem to be exclusive to the HD build. I identified them from the file header, which seems to contain the offset to the overlay entry-point. Thesdoverlay seems to be some sort of Sound Test.
