I ran into this issue when I was trying to use skip-ci on a docs PR. It looks like we have to check if all dependencies that are referenced are skipped otherwise the CI gets into a weird state were not of the dependencies referenced for the final result job run but it still waits for them. |

The comment claims that
testsandbuild_cli_archivesworkflows don't haveskip_workflowoutputs, which is correct. However, the comment then suggests these checks "still work" because empty strings evaluate to!= 'true'.This is misleading because if these workflows don't have
skip_workflowoutputs, then checkingneeds.tests.outputs.skip_workflow != 'true'andneeds.build_cli_archives.outputs.skip_workflow != 'true'is redundant and serves no functional purpose. These checks will always evaluate to true (since the outputs don't exist and will be empty/null), making them no-ops.The comment should either:
