Follow up for #8941
The incoming EC notification was displayed on my account because of specific push rules that trigger notification for every message in the room.
But with a brand new room, the EC notify notification was not displayed.
This PR is adding local push rules, if their id is not present in the push rules already, to ensure that incoming call will always be notified to the user.
